It is highly unlikely impact fees will be involved in actions taken towards implementing the master plan because the cost will be shared between current and new residents.

MetRec envisions “community health alignment” as an integral component of our regional master plan. For example our community, renowned for its outdoor recreation opportunities, currently faces challenges with limited field space and indoor recreation facilities. Addressing these gaps is essential for enhancing physical health opportunities for our residents.
In addition to physical health, we recognize the growing concern around mental health in our community. The master plan aims to integrate spaces and programs that support mental well-being, acknowledging the strong link between mental health and recreational activities. The inclusion of more recreation paths is a step towards this, providing serene and accessible spaces for physical activities, relaxation, and connection with nature, all of which contribute positively to mental health.
Your proposal should consider these elements, focusing on how your plan will contribute to the overall physical and mental well-being of our community. We are looking for innovative, inclusive, and sustainable approaches that address our current gaps in indoor and outdoor recreation, while also fostering a healthier, more connected community.

Does MetRec have access to current budgets regarding maintenance costs and/or current Level-of-Service?
Answer
MetRec does not currently own, operate, or maintain any recreation facilities. The City of Gunnison and the Town of Crested Butte have recreation departments, but we do not have direct access to their budgets. Both entities have representatives on our Advisory Committee.

Regarding Proposal Submittal items 4.a.iv and 4.a.v., can MetRec please provide clarification about the intent of requesting the dollar total of the Vendor’s volume of business and please inform whether or not this information will be treated as confidential?

The request for the dollar total of the Vendor’s volume of business in items 4.a.iv and 4.a.v of your RFP serves a dual purpose:
Assessing Financial Stability and Capacity: The dollar total provides insight into the financial health and stability of the proposing vendor. This information helps gauge whether the vendor has the financial resources and stability to manage a project of this scope and size.
Understanding Market Presence: The volume of business, especially within Colorado, gives an idea of the vendor’s market presence and experience in the region. This is important for assessing their familiarity with local requirements, regulations, and community needs.
Regarding confidentiality, the RFP under the Colorado Open Records Act (CORA) suggests that while vendors can mark certain parts of their proposal as confidential, this does not guarantee exemption from public disclosure if required by law. The dollar total of business, being a financial datum, might fall under confidential commercial and financial data. However, vendors should be aware that CORA may override these confidentiality designations in certain circumstances.

We do not maintain any GIS data. Gunnison County does have a GIS office and we would be happy to connect you.
